Overview
2022–2027

By working with partners to strengthen policy, advocacy, financing, and governance, PROPEL Adapt aims to build the resilience of health systems so countries can withstand future shocks and stressors.

Shocks, stressors, and fragility worsen ill health and associated social, behavioral, and system determinants, specifically, the sexual, reproductive, and maternal health of women and young people. An estimated 61% of all global maternal deaths occur in fragile states, many of which are affected by conflict and recurring natural disasters. Humanitarian crises also exacerbate HIV and sexual and gender-based violence risk, with vulnerable and at-risk populations experiencing heightened risks and are less likely to be protected. Complex emergencies require cross-sectoral solutions involving stakeholders from across the humanitarian-development-peace (HDP) nexus.

PROPEL Adapt works at the HDP nexus, evaluating the factors that facilitate successful transitions between meeting crisis needs and ensuring longer-term recovery and preparedness.

Project Activities


PROPEL Adapt improves access to healthcare services, supplies, and information, especially FP/RH, and the integration of FP/RH with HIV/AIDS and maternal and child health.

  • Create a FP/RH policy resilience scorecard
  • Develop a Minimum Initial Service Package for Sexual and Reproductive Health Services in Crisis Situations cost model for institutionalizing domestic financing
  • Generate a FP/RH resilience advocacy package for humanitarian and development actors
  • Develop a FP/RH resilience advocacy curriculum for civil society organizations
